What is the District Council?
The District Council includes the members of the District Leadership Team, Area Directors, Division Directors, Club Presidents, and Vice-Presidents Education. It is the administrative governing body of the District and is responsible for holding the District Leadership Team to account. Major decisions affecting the future of Clubs and Members in the District are made by the District Council during the two meetings held each year. These decisions include:
- Approving the annual District budget and reviewing the District’s Finances.
- Approving the alignment of clubs to Areas and Divisions.
- Electing the incoming District Director, Program Quality Director, Club Growth Director and Division Directors during the spring meeting of the District Council.
- Approving specific District Procedures affecting the operations of the District.

In 2013/2014 D91 held its first District Council Meeting on Saturday the 10th of May 2014, during the D71 Conference held in Dun Laoghaire, Ireland.
This meeting was chaired by D71 District Governor Freddie Daniels.
